Voice AI Agent: Definition and Terminology

Definition

A voice AI agent is software that talks with people by speech, for example over the phone, understands what they ask and can carry out tasks during the conversation, such as booking an appointment or checking an order. Vendors also call it a voicebot or an AI phone agent.

Key points

  • OpenAI's documentation says voice agents let users ask questions and complete tasks by speaking with an application. The key design choice is how speech connects to reasoning and tools.
  • Terms overlap. Genesys defines a voicebot as an AI-powered virtual assistant that interacts through speech, understands spoken requests and completes tasks. RingCentral's blog calls its AI receptionist an "AI phone agent". On this site's French pages, "callbot" is defined by its channel, the phone line, while "agent vocal IA" (the French term for a voice AI agent) is defined by what it can do: decide and call tools during the conversation. That split is the site's editorial choice, not a standard.
  • In this glossary an IVR is a different thing: it routes callers through keypad or speech menus defined in advance. See IVR.

How it works

OpenAI describes three architectures. In a chained pipeline, speech-to-text feeds an agent workflow whose answer goes to text-to-speech, so each stage can be inspected or replaced. In a speech-to-speech setup, one model interprets audio, decides what to do and responds in speech, with tool use inside the session. A third, full-duplex design lets the model listen and speak at the same time while a separate backend does the reasoning and tool work. In each design, tools are how the agent acts in other systems, and OpenAI's guide points to guardrails and human review for spoken workflows that need safety checks or approvals. Most of this vocabulary rests on conversational AI.

Pitfalls and limits

  • Names do not tell you capabilities. Goodcall's homepage uses "AI voice agent", "AI answering service" and "receptionist" for one product. Ask what the product can do in your systems, how it hands off and how outcomes are verified.
  • Test the task, not only the conversation. OpenAI's guide says to check both the conversation and the completed task: for a booking assistant, confirm the right appointment was saved.
  • Phone rules apply. Outbound calls raise consent questions covered in outbound calling.
